The Federal Courts are now actively trying to deny access to the public record, MY OPINION! You have to have a PACER account to get access to public documents filed in the federal court. This appears to me as an attempt to maintain the BAR MONOPOLY. The courts will charge 7 cents per document to read the documents in the cases maintained on the ECF system. It is better than nothing if you need something to start with.

On May 7, 2001, the United States District Court for the Western District of Missouri changed your access to this public information on their web site. In order for you to view public information on this web site, you must have an identification number and password issued after you submit an application by mail which includes the requirement of a notary signature. The ID and password are issued approximately 10 days later with a strong recommendation to contact specific individuals responsible for the training involved in being able to use this site.
After you receive CM/ECF's (Case Management/Electronic Court Files) ID and password for you, you must then apply to PACER (Public Access to Court Electronic Records) to obtain their ID and password for you. You will be told that there is no charge at this time for viewing these public records but in the future, provision has been made to charge you at a rate of .07/page of viewed and/or copied material with internet access. If you seek to access a court that is not on the web but must be dialed up specifically, .60/minute additional charge to a toll-free number. These provisions to charge you to access public records were made by the U.S. Congress giving authority to the UI.S. Federal Courts, to impose user fees for electronic access to case information.
You may then view these public records. These are viewable only in Adobe PDF format. While the Adobe Acrobat Reader is freely downloadable at nearly every site that holds PDF formatted content, you will learn that it is cumbersome and slow. If you have the need for filing electronically can only be accomplished if you have Adobe Acrobat Writer software, which runs around $250.00 , to meet with the requirements for electronic filing.
I don't know about you but I never told my congressman that we sent him to Washington to frustrate our already limited access to public records. I suppose that these are now the kinds of things we must tell our congressmen. And then watch them carefully to see that they protect our rights under the Constitutions of our State and the United States. At least we must insist that they not aid and abet creation of another governmental racket, going into business against us.
Please use and explore these and the links that they provide. These Links provide law for almost every country in the world and all fifty states, as well as the all important State of Missouri. When one is in court one can never have enough knowledge.
